If you are responsible for a non-domestic building, or the shared parts of some residential blocks, the law places a duty on you to manage any asbestos within it. That means knowing where it is, understanding its condition, recording it, and keeping that record under regular review. It is not optional, and getting it wrong carries real legal and safety consequences.

An asbestos management plan is how you discharge that duty under Regulation 4 of the Control of Asbestos Regulations 2012 (CAR 2012). The duty to manage, in plain terms

Regulation 4 of CAR 2012 puts a legal duty on whoever controls a non-domestic building — owner, landlord, employer — to find asbestos, assess it, and manage it. The management plan is the document that proves you are doing it, and it is the first thing the HSE asks for on inspection.
No plan, or a plan gathering dust, is an enforcement notice waiting to happen. Fines for duty-to-manage failures regularly reach six figures.

What a working plan contains

The asbestos register with locations, materials and condition scores; who is responsible for what, by name; how contractors are told what is where before they drill; the re-inspection schedule; and what happens in an emergency.
We build plans from your survey — or arrange the survey first — and write them so a caretaker can use them, not just an auditor.

Keeping it alive

Materials weather, buildings change use, and a condition score from 2019 proves nothing in 2026. Annual re-inspections update the register, catch deterioration early, and are the difference between a live plan and a liability.

What is the duty to manage asbestos?
Under Regulation 4 of the Control of Asbestos Regulations 2012, whoever is responsible for maintaining non-domestic premises (and the common parts of some residential blocks) has a legal duty to manage the asbestos in them, find it, assess the risk, record it, and keep it under review. An asbestos management plan is how you meet that duty.
What is an asbestos management plan?
It is a written plan setting out where asbestos is in your building, its condition, who is responsible, how it will be monitored, and what to do if it is disturbed. It is built on an asbestos register from a management survey and kept up to date with regular re-inspections.
Who needs one?
Any duty holder for commercial or public premises, landlords of multi-occupancy blocks, schools, care homes, offices, shops, factories and warehouses. If you are responsible for a non-domestic building, you almost certainly need a plan.
How often should asbestos be re-inspected?
Good practice is at least once a year, and sooner if the building is altered or materials are damaged. We offer scheduled re-inspection visits so your register and plan never fall out of date.
Can you write and maintain the plan for us?

What happens if I ignore the duty to manage?
