Following a site assessment, the duty holder, Network Rail, identified asbestos-containing materials requiring remedial action, with the works managed and delivered through the principal contractor. In the riser area, asbestos insulating board (AIB) was identified between the ground and first floors, with access significantly restricted — particularly from the first-floor toilet area — by extensive pipework and other obstructions.
A licensed asbestos enclosure was established under the appropriate notification procedures, with the initial approach being to access and remove the AIB from basement level. The first-floor toilet area was sealed to maintain the integrity of the airtight enclosure but was not used for access. Elsewhere on site, AIB packers in the live relay room and above the basement door header were encapsulated to keep them safely contained, and an identified asbestos cement (AC) panel and associated gasket were fully removed in line with all applicable regulations.
Licensed works were carried out under fully controlled conditions, with permit-to-work systems and controlled conditions applied to the non-licensed works. Independent UKAS-accredited air monitoring was undertaken in accordance with CAR 2012 and HSG247, with decontamination and clearance procedures throughout.
Access to the riser was particularly challenging, with the only viable route being a small pipe-penetration opening through which the AIB was retrieved, calling for careful, methodical investigation and removal.
All arisings were double-bagged and removed as hazardous asbestos waste under consignment note to a licensed disposal facility, with a full documentation pack issued to the client on completion.
