WHAT THIS MEANS

Your survey identifies eight asbestos-containing or presumed items across the building. Three of them — the AIB ceiling panels, sprayed coating and pipe lagging — are licensed work: they must be removed by an HSE-licensed contractor, notified to the HSE 14 days in advance, and cleared by an independent analyst before the area is handed back. The Artex, cement roof sheets and floor tiles can be handled as non-licensed or notifiable non-licensed work depending on method. Two items are presumed and were not sampled, so they need confirming before the scope is final. A site visit is recommended to measure quantities and confirm access.

What "no access" actually means

Surveys regularly list rooms and materials as "no access" — locked plant rooms, ceiling voids, tenanted areas, or items placed too high to reach without steps or a tower. Many surveyors won't go out of their way to get to them, so the item is simply labelled no access and left there.

That's no comfort to you as the client: anything not accessed must legally be presumed to contain asbestos, and a presumed item carries the same restrictions as a confirmed one until it's tested. It can't be priced properly, and it can hold up sales, refurbishments and demolition.
