Why mills and factories carry so much asbestos

The North West's mills, works and factory sheds were exactly the buildings asbestos was made for: hot processes, steam pipework, steel frames and fire risk. Between the 1940s and 1970s that meant lagged pipe runs and calorifiers, sprayed limpet coatings on steelwork, AIB linings and fire breaks, asbestos cement roofs and rainwater goods, gaskets and rope seals on plant, and bitumen adhesives under later floor coverings. A single mill refurbishment can encounter every category of asbestos product in one building.
Where it turns up is fairly predictable once you know the building type. Roof and envelope: cement sheeting and north-light glazing surrounds, gutters, downpipes, soffits and verges, and bitumen roofing felt on flat sections. Structure: sprayed coatings on steel beams and columns, often above a later suspended ceiling where nobody has looked. Services: lagging on steam and condensate runs, calorifiers, boiler houses and the flues off them.
Internal fabric: AIB linings to fire breaks, riser cupboards, lift motor rooms and sub-stations. Plant: gaskets, rope seals and friction products still sitting in machinery that was never removed when the line stopped. And underfoot, thermoplastic tiles with bitumen adhesive beneath later vinyl or carpet.
Mills also tend to have been altered repeatedly. A weaving shed that became a warehouse and then a trade counter may carry three eras of material in the same roof void, which is why one sample rarely settles a mill.

Why a management survey is not enough here

Most mills already have a management survey in a folder somewhere. It tells you about the material you can see and touch during normal occupation, and for day-to-day duty to manage that is the right document. It is not the document to build a refurbishment on.
Before any strip-out or demolition you need a refurbishment and demolition survey: intrusive, opening up floors, ceiling voids, ducts, cladding and encased steelwork to find what the management survey was never asked to look for. In a mill that usually means access equipment and some making good afterwards, and it is still cheaper than finding sprayed coating on a beam after the contractor is on site.
Practical point on timing: commission it before design freeze, not after tender. The survey shapes the enabling package, and the enabling package shapes the programme.

Duty to manage in a working mill

If the building is occupied — by you, by tenants, or by a mix of both — the duty to manage sits with whoever controls the fabric and the common parts. In multi-let mill and trade-unit estates that is usually the landlord for the shell, roof and risers, with tenants responsible for what they have installed inside their own unit. The split needs writing down, because in practice it is where things get missed.
What that looks like in a mill: a register that covers roof voids and plant areas rather than just the offices, an asbestos management plan that names who to call before anyone drills, a re-inspection cycle that actually happens, and a permit routine so contractors cannot start work on a riser without seeing the register first.

Conversion and demolition: sequence is everything

Mill conversions to apartments and workspace live or die on the asbestos programme. The right sequence is a full refurbishment and demolition survey before design freeze, licensed removal of lagging, spray and AIB as an early enabling package, then non-licensed strips of cement roofs and floor coverings phased with the soft strip. Get the survey late and the discoveries arrive after contracts are let — which is where mill projects lose months. We deliver the survey-to-clearance chain as one package, including the enabling licensed removal and the hazardous waste consignments.

Live industrial sites

Working factories bring the extra constraint of production that cannot stop. We enclose and clear plant rooms, roof sections and pipe runs in planned shutdowns, nights and holiday windows, with air monitoring giving the reassurance to restart on schedule. Where asbestos sits in a mill or factory

Mills, works and factories built or refitted before 2000 used asbestos almost everywhere a building needed to resist heat or fire. The most hazardous materials are the ones you cannot see from the floor: sprayed coatings applied to steel beams, columns and soffits as fire protection, mostly from the 1950s to the 1970s, and thermal lagging on boilers, calorifiers, steam mains and pipe runs through basements, roof voids and service ducts. Asbestos insulating board (AIB) turns up as fire breaks, partitions, ceiling panels, fire-door cores and linings in offices, canteens and plant rooms.
Asbestos cement is on the roof — profiled sheets, north-light glazing surrounds, gutters, downpipes and flues — and on the walls as cladding. Old plant carries gaskets, rope seals and brake linings; office floors have vinyl tiles on bitumen adhesive; flat roofs have bitumen felts. Buildings that were partly stripped decades ago often still hold debris and dust in voids, and demolished ranges leave asbestos in the made ground.

Before refurbishment, conversion or demolition

The Control of Asbestos Regulations 2012 place a duty to manage asbestos in every non-domestic building on the person who controls it — an up-to-date register and a management plan, not just an old survey in a drawer. Before any intrusive work, a refurbishment and demolition survey is required for the areas affected; a management survey is not enough.
Licensed work — sprayed coatings, lagging, most AIB — must be notified to the HSE fourteen days in advance and carried out under full enclosure with negative pressure, and after removal an independent analyst carries out the four-stage clearance before the area is handed back. Non-licensed work still needs proper controls, and some of it must be notified as NNLW. All waste leaves under consignment notes to a licensed facility.

Mill conversions and part-occupied buildings

Most of the mills we work in are being converted — to flats, offices, workspace or storage — or are still trading around the works. That means sequencing the asbestos removal with the soft strip and any demolition, keeping tenants and production running in the parts that are not affected, and working out of hours where that is the only way to keep a business open. One contractor for the survey, the licensed removal, the strip-out and any land remediation removes the gaps between trades where programmes usually slip.

What you get at the end

A plan of work and the HSE notification, air monitoring results and the four-stage clearance certificate, waste consignment notes, photographs, and an updated register for the building. That is the paperwork the O&M file, the planning condition and your insurer will ask for.
