Multi-material asbestos removal at The Central Club, Southport

A completed Innov8 UK Group project in Southport — delivered safely, documented fully and handed back on programme.
THE PROJECT

What we did

Phase one of a multi-material asbestos removal programme at The Central Club on Bath Street, Southport. Eleven separate items were removed across the ground, first and second floors and at roof level, ranging from a few gaskets and rope seals to 60m² of asbestos cement roof panels.

The scope mixed licensed and non-licensed materials: asbestos insulating board door linings with floor and carpet debris, asbestos cement floor debris, woven rope seals from the boiler and the skylight, fire unit, wall and hot water cylinder gaskets, bitumen sink pads, dumb waiter brake shoes and switchgear components, paper linings to a safe, and asbestos cement panels to the rear hipped roof.

Everything was removed under controlled conditions, with personal air monitoring carried out for the asbestos insulating board debris removal — under 1m² in total. All waste was wrapped, sealed and consigned to a licensed hazardous waste facility with full paperwork.

A return visit is scheduled for phase two: licensed thermal insulation removal across the entire sub-basement floor.

Scope of works & method

OVERVIEW AND JUSTIFICATION FOR THE WORKS

Works were awarded for the removal and disposal of the asbestos-containing materials identified in the survey for the building, itemised below by floor with their survey references. The materials ranged from licensed asbestos insulating board through to non-licensed gaskets, rope seals and bitumen pads, so the programme was sequenced to group items by method and location rather than working floor by floor in isolation.

Ground floor: safe and paper linings, Room G05 (PAPER/P01).

First floor: rope seals from the boiler, Room 104 (WOVEN/10); dumb waiter brake shoes and switchgear components, Room 108 (COMPOSITE/SP01, W/C/P04); 2no. bitumen sink pads, Room 108 (BP/15); asbestos insulating board door lining with floor and carpet debris, Rooms 103 and 104 (IB/11, VIS SIM IB/11B); asbestos insulating board door linings, Rooms 106 and 107 (VIS SIM IB/11A).

Second floor: asbestos cement floor debris, Rooms 201 and 205 (VIS SIM C/01); bitumen sink pad, Room 204 (BP/05); fire unit, wall gasket and hot water cylinder gasket, Room 205 (WOVEN/GASKETS/C/P03, GASKET/08).

Roof level: skylight rope sealant above Room 109 (WOVEN/P05); 60m² of asbestos cement panels to the rear hipped roof (C/01).

HOW THE ASBESTOS AND NON-ASBESTOS RISKS WERE CONTROLLED

All items were removed under controlled conditions appropriate to the material and the quantity involved, using controlled wetting, hand tools in place of power tools and Class H vacuum equipment for cleaning down. Personal air monitoring was carried out for the asbestos insulating board debris removal, which totalled under 1m².

Asbestos cement panels to the rear hipped roof were taken down as whole sheets wherever possible to limit breakage, with debris hand-picked and the area left visually clean. All asbestos waste was double-wrapped, sealed and consigned to a licensed hazardous waste facility with full consignment paperwork.

Non-asbestos risks — work at height at roof level and on the rear hipped roof, access to the boiler and plant areas, and manual handling of cement sheeting — were controlled through suitable access equipment, isolation of services where required, trained operatives and daily supervision.

PHASE TWO — LICENSED THERMAL INSULATION REMOVAL

A second visit is required to complete the programme: licensed removal of thermal insulation across the entire sub-basement floor. That phase will be carried out under full enclosure with negative pressure and four-stage clearance by an independent analyst, notified to the HSE by ASB5 in the usual way.
