Layers of refits, layers of asbestos

Pubs and hotels are refitted more often than almost any building type, and every pre-2000 refit potentially left asbestos behind: Artex over lounge and bedroom ceilings, AIB in fire doors, corridor linings, kitchen and cellar boxing, vinyl floors through kitchens and bathrooms, lagging on cellar pipework and rope seals in old range chimneys. Each refit buried the last, so a 1970s material can sit two ceilings down — invisible to a visual check and found only when the next refit cuts through.

Licensed premises, live trade

The commercial reality is that the bar cannot shut for long. We plan asbestos works around trade: sealed work zones with the rest of the premises open where clearance geometry allows, night and dark-day working, phased bedroom floors in hotels so the house keeps selling rooms, and cellar work between deliveries. Every job ends with independent air testing and clearance so environmental health, insurers and brewery surveyors see the same certificate.

Duty to manage: operator or pubco?

In tenanted and leased premises the duty to manage under CAR 2012 usually tracks the repairing obligations — often the operator inside, the pubco or freeholder for the structure — and both sides need the survey and register in place before contractors touch the building. Common questions

Where does asbestos turn up in pubs and hotels?
Cellars and boiler rooms (lagging, AIB), kitchens (insulating board and old flues), textured ceilings in bars and bedrooms, fire doors, and cement roofs on outbuildings — most licensed premises predate 2000 by a distance.
Can asbestos work be done without closing the business?
Usually — nights and low season are our standard windows, with work areas sealed and cleared before service resumes. A cellar or a floor of bedrooms can be done section by section while the rest trades normally.
What are the duty-holder’s obligations for a licensed premises?
The operator or freeholder must know where asbestos is (a management survey), keep a register, and manage its condition — and any refurbishment needs an R&D survey first. Fire risk assessments and insurance renewals increasingly ask for the same evidence.
