Should asbestos be removed or encapsulated?.
Not all asbestos needs to come out. If a material is in good condition and will not be disturbed, sealing it in place — encapsulation — is often the safer, cheaper and less disruptive option, because the greatest fibre release risk usually comes from the removal itself. If the material is damaged, deteriorating or in the way of building work, removal is the right answer.
The decision should follow an assessment of the material's condition, location and the building's future — not a default in either direction.

ENCAPSULATE
When encapsulation makes sense
Encapsulation suits materials that are stable, intact and out of harm's way: sound AIB ceilings above fixed ceilings, cement panels behind cladding, lagging in sealed risers, floor tiles going under a new floor build-up. Coatings, boarding or wrapping seal the surface, the material is recorded in the asbestos register, and its condition is checked at each re-inspection. It is significantly cheaper than removal and can often be done with the building in use.
When removal is the only sensible option
Removal is right when the material is damaged or deteriorating, when refurbishment or demolition will disturb it, when it sits somewhere it will keep getting knocked, or when the dutyholder wants the liability gone for a sale or redevelopment. Encapsulating a material that a project will later disturb just pays for the same risk twice.
The long-term trade-off
Encapsulation is management, not elimination: the asbestos remains, must stay on the register, and future owners and contractors must keep being told about it. Removal costs more today but ends the liability. For buildings approaching refurbishment or disposal, removal usually wins the ten-year sum; for stable, occupied buildings, encapsulation often does.
