What Is a Four-Stage Clearance (4SC)?.

The independent process that proves an enclosure or work area is safe to reoccupy after licensed asbestos removal. It is carried out by an independent UKAS-accredited analyst — never by the removal contractor marking their own homework — following HSE's Analysts' Guide (HSG248).

The analyst is programmed in from day one of a licensed job. We build our enclosures to pass first time, because a failed clearance means re-cleaning and re-testing while your programme waits. Independent air monitoring runs alongside the removal work itself.

The Certificate of Reoccupation. Keep it permanently — solicitors ask for it when you sell or lease, future surveyors rely on it, and it closes the loop on your licensed removal paperwork.

Before entering the enclosure the analyst checks the site is actually ready: the plan of work and paperwork complete, the enclosure still intact under negative pressure, transit and waste routes clean, and all asbestos waste off site or secured in the locked skip. Sloppy sites fail before the inspection even starts.

The analyst goes inside the enclosure and inspects every surface for dust and debris — ledges, high fittings, the tops of services, behind pipework. This is the most demanding stage and where most failures happen. It is also why removal quality matters more than removal speed: fine dust left on a ledge fails the whole job.

With surfaces passed, the analyst runs disturbed air testing inside the enclosure — deliberately agitating the air so any remaining fibre shows up. The pass threshold is below 0.01 fibres per cubic centimetre of air. Only then can the enclosure start coming down.

After the enclosure sheeting and negative pressure units are dismantled, the analyst makes a final visual check of the area as it will actually be handed back. Pass all four stages and the Certificate of Reoccupation is issued — the area is formally safe to occupy again.

Who carries out a 4-stage clearance?

An independent UKAS-accredited asbestos analyst, working to HSE's Analysts' Guide (HSG248). They are appointed separately from the removal contractor so their pass or fail is impartial.

Can the removal contractor do their own clearance?

No. Independence is the point — the analyst answers to the client and the regulations, not the contractor. A contractor offering to "self-clear" a licensed enclosure is a serious red flag.

What happens if a stage fails?

The enclosure is re-cleaned and the failed stage repeated until it passes. At a good contractor that re-clean and re-test is at the contractor's cost, not yours — another reason enclosures should be built to pass first time.

Do non-licensed jobs need a 4-stage clearance?

No — 4SC applies to licensed enclosure work. For non-licensed jobs a thorough visual inspection is standard, and reassurance air testing is available and often sensible in occupied buildings.

How long does a clearance take?

Typically a few hours to a full day depending on enclosure size and complexity — it is programmed into the job, not bolted on at the end.
