Why Licensed Asbestos Work Has a 14-Day Notice Period.

Under the Control of Asbestos Regulations 2012, licensed asbestos work must be notified to the HSE at least 14 days before work starts. The notification is submitted online — the ASB5 form — by the licensed contractor, and the clock only starts when it goes in.

The site and dates, the materials and quantities involved, the removal methods and controls, and the contractor's licence details. It tells the regulator exactly what will happen, where, and who is doing it.

The notice period gives HSE the chance to inspect the job — the site, the enclosure, the paperwork. It is part of what makes licensed work licensed: the regulator can walk on to any notified site.

The 14 days only start when the notification is submitted — so everything upstream needs doing early. A realistic timeline: enquiry → survey → fixed quote → plan of work → ASB5 submitted → 14-day notice → removal work → four-stage clearance → handover. On a straightforward domestic enclosure job that is typically four to six weeks door to door, and the notification is rarely the slowest part — surveys and access usually are. Get the survey booked and the quote agreed, and the 14 days runs while you prepare.

HSE can agree a shorter notice period in genuine emergency or exceptional cases — a dangerous material in an occupied space, for example. It is rare, decided by HSE case by case, and never assumed. If your situation might qualify we will tell you honestly; if it won't, we will tell you that too.

Notifiable non-licensed work (NNLW) is notified to HSE before work starts but has no 14-day wait. Fully non-licensed work needs no notification at all. Who submits the notification?

The licensed contractor — it is part of the service, included in the job, and we handle it as soon as the plan of work is agreed. You never fill in an ASB5 yourself.

Does the 14 days apply to garage roofs or Artex?

Usually not. Most asbestos cement and textured coating work is non-licensed or NNLW, neither of which carries the 14-day wait. The survey or sample result settles the category before we quote.

Can work start sooner in an emergency?

HSE can agree a waiver in genuine emergencies — rare and case by case. We will advise honestly whether your situation qualifies rather than promise a shortcut that will not hold.

Does the notification cost anything?

No — there is no HSE fee for an ASB5. The 14 days costs time, not money, and good programming absorbs it.

What if the start date moves?

The notification is updated. Small changes are straightforward; a completely new scope may need re-notifying, which is another reason to get the survey and scope right first time.
