How dangerous is asbestos pipe lagging?.
Asbestos thermal insulation — lagging on pipework, boilers, calorifiers and ductwork — is widely regarded as the highest-risk asbestos material commonly found in UK buildings. It is soft, crumbly and can contain very high proportions of amosite and crocidolite asbestos.
It is found in plant rooms, basements, hospitals, schools, mills, churches and older homes with original heating systems — anywhere pipework was insulated before the mid-1970s.

LAGGING
Why lagging is so hazardous
Lagging is highly friable: even light contact can release large quantities of respirable fibres. Decades of maintenance work around live pipework mean it is often already damaged, with debris spread through voids and floors. Fibre concentrations from disturbed lagging can be thousands of times higher than from bonded materials like asbestos cement.
Licensed removal only — no exceptions
All work with asbestos lagging is licensed work under the Control of Asbestos Regulations 2012. It must be notified to the HSE 14 days in advance and carried out inside a sealed, negative-pressure enclosure with wet-injection removal techniques, full RPE and a three-stage decontamination unit.
There is no short-duration exemption worth relying on for lagging — treat any suspect lagging as strictly off-limits until tested.
Encapsulation as an alternative
Where lagging is in good condition and unlikely to be disturbed, encapsulation or wrapping can sometimes manage the risk instead of removal — at lower cost and disruption. This must follow a proper assessment and be recorded in the building's asbestos management plan, with regular condition inspections.
